National Electronic Authentication Centre

The National Electronic Authentication Center (NEAC) is a unit under the Ministry of Information and Communications with the function of developing infrastructure for electronic transactions, electronic signatures and electronic authentication; propose policies and planning in the field of electronic transactions, electronic signatures, electronic authentication. NEAC is the National Electronic Certification Authority (Root Certification Authority).

English name: The National Electronic Authentication Centre.

Short name: NEAC.

Obligation and jurisdiction

Perform the obligations of an organization providing national electronic authentication service.

Assume the prime responsibility for, and coordinate in, formulating and organizing the implementation of programs, plans, schemes and projects to develop and promote the application of digital signature authentication and electronic authentication services, trusted timestamping services and other services in accordance with the law on electronic transactions, applications facilitating electronic transactions/digital signatures and electronic authentication

Verify dossiers and issue digital certificates to organizations providing public digital signature authentication and electronic authentication services, trusted timestamping services and other services in accordance with the law on electronic transactions

Operate and maintain technical systems to manage the activities of organizations providing public digital signature authentication and electronic authentication services, trusted timestamping service and other services in accordance with the law on electronic transactions, specialized digital signatures, organizations providing foreign digital signature authentication services recognized in Vietnam, lists of foreign digital certificates accepted in Vietnam and in international transactions, information about subscribers granted to use foreign digital certificates accepted in Vietnam serving the state management of trust services, digital signature authentication services

Build, manage, operate and maintain the operation of the electronic authentication system, trusted timestamping service management system and technical systems in accordance with the laws and the assignment of the Minister

Organize and manage digital certificates of organizations providing public digital signature authentication services, organizations providing trusted timestamping service, and organizations providing other services in accordance with the law on electronic transactions

Manage the connection of organizations providing public digital signature authentication, electronic signatures and recognized foreign digital signature authentication services to ensure the inspection of digital signatures and electronic signatures

Inspect activities related to digital signature authentication and electronic authentication services, trusted timestamping service and other services in accordance with the law on electronic transactions of service-providing organizations and organizations using private electronic signatures; inspect the activities of using foreign digital certificates accepted in Vietnam, foreign digital certificates accepted in international transactions; check electronic authentication systems in accordance with the laws

Coordinate troubleshooting activities related to digital signature authentication and electronic authentication services, trusted timestamping service and other services in accordance with the law on electronic transactions

Collect, manage and use service fees to maintain the system of checking the status of digital certificates and fees, charges for digital signature authentication and electronic authentication services, trusted timestamping service and other services in accordance with the law on electronic transactions

Performing tasks serving the state management of the Ministry of Information and Communications

Research, propose and coordinate with the authorities and units surbodinating the Ministry in formulating legal documents, strategies, programs and schemes on electronic transactions

Verify dossiers of grant, amendment, supplementation, reissuance, suspension and revocation of licenses for provision of public digital signature authentication and electronic authentication services, trusted timestamping service and other services in accordance with the law on electronic transactions; issuance of certificates of operation registration of specialized digital signature authentication service providers, certificates of eligibility to ensure safety of specialized digital signatures, certificates of eligibility for ensuring safety of private electronic signatures, certificates of recognition of foreign digital signature authentication service providers, licenses to use foreign digital certificates accepted in Vietnam in accordance with the laws

Research, build, manage and operate the system of testing, inspection, evaluation, calibration and measurement of standards and quality of specialized products and services related to electronic signatures, digital signatures, timestamps and other services in accordance with the law on electronic transactions to serve the state management of electronic transactions

Research, propose and implement policies and solutions for interconnection and cross-certification of digital signatures and electronic authentication

Participate in the development of standards and technical regulations on electronic signatures, digital signatures, digital signature authentication and electronic authentication services, trusted timestamping service and other services in accordance with the law on electronic transactions, electronic transaction accounts

Coordinate in settling complaints and denunciations and handling violations of regulations on digital signature authentication and electronic authentication services, trusted timestamping service and other services in accordance with the law on electronic transactions

Collect, summarize and analyze data and publish information on quality of electronic signatures and electronic authentication services, digital signatures, digital signature authentication services, trusted timestamping services and other services in accordance with the law on electronic transactions

Regulate service provision activities of organizations providing digital signature authentication services, trusted timestamping service and other services in accordance with the law on electronic transactions, organizations providing and using private electronic signatures in relation to electronic transactions under juridiction of the Ministry in accordance with the laws and the assignment of the Minister

Perform obligation of management and development of the unit

Provide consulting services, propagation, communication events, organize or jointly organize domestic and international conferences, seminars and discussion on electronic transactions; provide other services in accordance with the Center's functions and obligations and in accordance with the laws; preserve and develop the assigned resources

Carry out international cooperation, research, application of scientific and technical advances, digital transformation to serve the Center's activities; conducting reports in accordance with the laws and hierarchy from Minister

Manage organizational structure, officials and employees under the management of the Center; implement the salary scheme and other benefits for officials and employees under the management of the Center in accordance with the laws and hierarchy from Minister

Manage finances, assets, records and documents of the Center in accordance with the provisions of law and hierarchy from Minister

Perform other tasks as prescribed by the laws or assigned by the Minister
