Currently, the regulations on digital certificates have been clearly stipulated by the Government in Decree 130/2018/ND-CP issued on September 27, 2018.

Accordingly, in Clause 7, Article 3 of Decree 130/2018/ND-CP, the concept of a digital certificate is explained as follows: "Digital certificate" is a form of electronic certificate provided by an organization. providing digital signature certification services to provide identification information for the public key of an agency, organization or individual, thereby confirming that the agency, organization or individual is the person signing the digital signature by the use of the corresponding secret key.

At the same time, also in Clause 7 of this Decree, the basic concepts related to digital certificates have also been explained very clearly:

  • The concept of "valid digital certificate" is understood as a digital certificate that has not expired, is not suspended or revoked.
  • The concept of "public digital certificate" is explained as a digital certificate issued by a public digital signature certification service provider.
  • The concept of "foreign digital certificate" is explained as a digital certificate issued by a foreign digital signature certification service provider.

This helps users identify more clearly about digital certificates, avoiding ambiguities and confusion when using.
