In particular, in the face of the current complicated situation of the Covid-19 acute respiratory infection, promoting the provision of level 3 and 4 online public services becomes even more important and urgent.
In Resolution No. 17/NQ-CP dated March 7, 2019 of the Government on a number of key tasks and solutions to develop e-Government in the period of 2019-2020, with orientation to 2025, the Government has set out the target, by 2020, to provide 30% of online public services at level 4. Currently, only 5 ministries and 5 provinces have achieved this target. The proportion of online public services at level 4 provided in ministries, branches and localities is generally very low, the national average is only 11.13%, of which 5 ministries and 14 provinces achieve the rate of less than 5%. . If agencies and units do not take drastic and timely measures, they will not be able to achieve the set targets.
At the online conference of the National Committee on E-Government with Steering Committees for e-Government development and e-Government of ministries, branches and localities, the Prime Minister concluded and assigned ministries, branches, localities to focus on deploying and prioritizing resources to complete the tasks and targets on e-Government set out in Resolution No. 17/NQ-CP, especially the target of 30% of online public services at the highest level. degree 4; Ministers, heads of ministerial-level agencies, government-attached agencies, and chairmen of the People's Committees of provinces and centrally run cities are responsible to the Government and the Prime Minister for the completion of tasks and instructions. This goal and directly directing, deploying and using e-Government applications, ensuring efficiency, practicality, and reducing costs for people and businesses in handling administrative procedures.
On that basis, the Ministry of Information and Communications proposes ministries, ministerial-level agencies, Governmental agencies, People's Committees of provinces and centrally-run cities to take drastic measures to provide online public services with the following main orientations:
Firstly, immediately take advantage of available information systems, proactively arrange and mobilize local resources to ensure the readiness to receive online dossiers of all administrative procedures. On that basis, step by step, there is a roadmap to upgrade and develop the information system to process records completely in the network environment.
Second, implement activities to support people and businesses in accessing and using online public services effectively, considering people and businesses as the center and the object of service; popularize digital skills, guide and support people to apply online in order to increase the number of online processing applications for each public service.
Third, deploy the Ministerial and Provincial Data Sharing and Integration Platform (LGSP) to connect internal information systems and connect with other ministries, branches and localities through the Integrated Platform. national data sharing. To ensure that the public service portals of ministries, branches and localities connect to the online public service and information collection and evaluation system of the Ministry of Information and Communications; ready to connect with the National Electronic Identification and Authentication System, the National Online Payment Support System, and national databases under the guidance of the Ministry of Information and Communications.
Fourthly, provide at least 30% of online public services at level 4 in 2020, while ensuring that the implementation is effective, suitable to real needs and conditions, avoiding formality. In which, the proportion of online public services at level 4 with dossiers arising and the rate of online processing dossiers of online public services by the end of 2020 doubled compared to 2019.
Fifth, send quarterly information technology application reports to the Ministry of Information and Communications through the Information Technology Application and E-Government Development Reporting System at: https:/ /bcudcntt.aita.gov.vn to summarize and report to the Prime Minister, especially indicators on online public services.
