The Ministry of Information and Communications will provide 149 level 4 online public services in 2020
Implement the target: by 2020, provide 30% of online public services at level 4 in the Government's Resolution No. 17/NQ-CP dated March 7, 2019 on a number of key tasks and solutions for development. Developing e-Government in the period of 2019 - 2020, with a vision to 2025, by March 2020, the Ministry of Information and Communications (TTTT) has provided 61 online public services at level 4, reaching the rate of 30% according to Government request.
On March 19, 2020, the Ministry issued Official Letter No. 929/BTTTT-THH on promoting the provision of level 4 online public services, which suggested ministries, ministerial-level agencies, and agencies under the Government Governments, People's Committees of provinces and centrally run cities have taken drastic measures to provide online public services. In order to continue promoting the provision of level 4 online public services, on April 16, 2020, the Ministry issued Decision No. 684/QD-BTTTT approving the plan to deploy level 4 online public services. 2020 of the Ministry.
With the goal of providing 100% of online public services under the jurisdiction of the Ministry at level 4; strive for the ratio of administrative procedures with online filings to the total number of online administrative procedures at level 3, 4 and the rate of administrative procedures files processed online every year to double in the period 2020 - 2021; achieve the percentage of online public services connected to the national public service portal according to the roadmap assigned by the Government, according to which, in 2020, 149 online public services at level 4 will be provided, upgraded, including: Postal services with 6 services will be upgraded from level 3; Information technology has 6 services from level 2; Science and Technology has 2 services; Newspapers have 15 services from level 2, 3; Radio, Television and Electronic Information have 41 services from level 2, 3; Publishing, Printing and Publishing has 24 services from level 2, 3; Information security has 8 services from level 3; Radio frequency has 8 services from level 2, 3 ; Telecommunications has 32 services from level 2, 3; National electronic authentication has 5 services from level 2; Internet has 2 services from level 2.
The specific goals in 2020 are: To complete the Ministry's Public Service portal towards a centralized and unified way to provide online public services under the Ministry's jurisdiction; meeting regulations on functional criteria and technical features in Circular No. 22/2019/TT-BTTTT dated December 31, 2019 of the Minister of Information and Communications. Integrating 06 online public services with the national public service portal; applying the SSO single sign-on mechanism to synchronize the status of administrative procedure records and connect to the nationwide online payment support system. The proportion of public services with online filings out of the total number of online public services reaches 50% or more. The proportion of administrative procedure dossiers processed online reaches 40% or more. Allowing people and businesses to pay fees and charges (if any) online, without cash, by various means when using public services of the Ministry. Promote the method of receiving dossiers and returning results of administrative procedures through public postal services. Taking advantage of the available information technology system, proactively arranging and mobilizing local resources to be ready to receive online dossiers of all administrative procedures. Completing the upgrade of public services at levels 2 and 3 to level 4. Gradually upgrade the information system to process records entirely in the network environment. Support, guide and popularize skills for people and businesses to submit online applications to increase the number of online processing records of each public service.
To achieve the above objectives, the Ministry of Information and Communications has proposed the following implementation contents
- Unify the forms and components in the electronic process of handling administrative documents.
- Develop and issue internal and electronic processes in handling administrative documents; standardize the code for receiving administrative procedures according to Decree No. 61/ND-CP dated April 23, 2018 of the Government.
- Build and upgrade the Ministry's public service portal to meet regulations on functional criteria and technical features in Circular No. 22/2019/TT-BTTTT dated December 31, 2019 of the Minister of Information and Communications.
- Connecting the Public Service System of the units with the Public Service portal of the Ministry through a shared, integrated system (LGSP), satisfying the SSO single sign-on function and integrating status synchronization handling of all administrative documents.
- Guide units in the Ministry to carry out propaganda and promotion to attract organizations and individuals to support and participate in online public services.
- Develop regulations on receiving and handling online administrative dossiers of the Ministry.
- Connecting and integrating the Ministry's public service portal with the National Public Service Portal in accordance with the National Technical Regulation on the structure and format of packet data serving the connection of the National Public Service Portal with the National Public Service Portal. Public services, ministerial- and provincial-level electronic single-window information systems and national and specialized databases in Circular No. 18/2019/TT-BTTTT dated December 25, 2019 of the Ministry of Information and Communications.
- Set up a centralized electronic file repository and digitize records and results of administrative procedures for connection and sharing of data in the settlement of administrative procedures in the electronic environment.
- Complete the upgrade of public services level 2 and level 3 to level 4 on the system of the Ministry and the unit.
Every six months, relevant units shall report to the Ministry's leaders on the progress of implementing the Ministry's plan to deploy online public services at level 4 in 2020.
